PUBLIC ADMINISTRATION:

the role of citizens in the formation of digital governance

The main topics of the Forum will be opportunities and models of digitalization of public administration in Russia and abroad in order to improve the population quality of life including issues of complex system of the development of participatory practices, feedback building with citizens and realization of civil initiatives.

There is discussion of digitalization of public administration in Russia and abroad in order to improve the population quality of life as well issues of complex system of the development of participatory practices on the agenda. The International Scientific Forum «Public Administration: the role of citizens in the formation of digital governance» will be held in Saint-Petersburg at the Presidential Library named after Boris Yeltsin and in buildings of North-West Institute of Management of Russian Presidential Academy of National Economy and Public Administration.

There are a lot of hotels where foreign participants can book their accommodation around the Presidential Library. Participants of the Forum pay for their accommodation on their own.

                                            Session 1: Development of civic participation in local government (final conference on the project ‘Citizens’ dialogue’)

                                            The fashion for “smart” solutions for cities is shaped by the influence of multinational technology companies, ratings and consultants from the Big Four, promising lower costs for operating engineering systems, growing creative industries and increasing attention to citizens’ interests. In Russia, the departmental project «Smart City» is being implemented in direct connection between the federal and municipal levels according to an approved standard, which also provides for the direct participation of citizens in the management of the city. However, recent studies show that, in practice, smart solutions and the real involvement of citizens in decision-making are parallel courses, intersecting only in terms of “e-complaint books” and public services platforms.

                                            Session 2: Smart cities round table (project SMARTNORTH)

                                            Problematization:

                                            The reform of control and supervisory activities in the Russian Federation is carried out through the implementation of the Program “Reform of control and supervisory activities”, approved on December 21, 2016 by the Presidium of the Presidential Council for Strategic Development and Priority Projects. Implementation period — until 2025.

                                            The Program has 8 federal projects and 16 federal control and supervision bodies, as well as regional control and supervision bodies. The goal of the Program is to reduce administrative burdens (compiling and continuously measuring the administrative burden index, introducing a risk-based approach in scheduling inspections, reducing corruption, improving the quality of control and supervision through the introduction of information and communication technologies).

                                            Questions for discussion:

                                            What measures need to be taken to improve control and supervisory activities in terms of reducing administrative pressure on the business? Is it possible to comply with all mandatory requirements? How to make measures to prevent violations of mandatory requirements more effectively? What difficulties do business representatives face when conducting inspections against them? What needs to be changed in legislation and regulation to reduce the administrative burden and revise the mandatory requirements for entrepreneurs? How consistent are the changes in the reform framework with business expectations?
